COUNCIL TO CONSIDER RESOLUTION FOR APPLICATION OF PARKS GRANT

March 23, 2026 3:40 a.m.

The Roseburg City Council will consider adopting a resolution authorizing and supporting the application for an Oregon Parks and Recreation Department Local Grant for field improvements at Fir Grove Park, as part of its meeting Monday night.

In 2020, the Umpqua United Soccer Club presented a proposal to the council requesting permission to make major improvements to the soccer fields at Fir Grove. The plan included removing a section of the grass fields and replacing it with two artificial turf fields, lighting and seating. The council approved the request by UUSC on the condition that all funding is secured prior to the beginning of the project.

In August of 2025, the council authorized staff to begin seeking funding opportunities for the improvements at Fir Grove. In February of this year, the council authorized the city manager to execute a grant agreement with the Umpqua Health Alliance accepting just over $666,000 for the project.

The Local Government Grant Program opened its yearly grant cycle on March 2nd. The grant submission requires a resolution from the council authorizing the application of the grant. Grant applications are due no later than June 5th. If authorized, staff will be requesting $1 million for the project.

Other items are on the agenda. The council will meet at 7:00 p.m. in the council chambers on Southeast Douglas Avenue. The meeting can be viewed on the city’s Facebook page or seen later at: https://roseburgor.gov/
