Roseburg Police cited a man for prohibited outdoor burning early Thursday morning.
An RPD report said just after 6:20 a.m. officers contacted a witness who was trying to extinguish a cardboard box fire near an area of landscaping behind the Lotus Media building in the 300 block of Northeast Winchester Street. The witness stated that a male had lit the fire and then walked away when he saw officers nearby on a traffic stop.
The 35-year-old suspect was located a block away at the intersection of Northeast Diamond Lake Boulevard and Northeast Boston Street. He was found with the lighter still in his hand. The man admitted to starting the fire, which he said he did to try and stay warm. He was released after the citation was issued.
