Roseburg Police jailed one man and cited one man after contacting them on Wednesday morning.

An RPD report said at about 8:05 a.m. officers contacted a 55-year-old in the parking lot at Fir Grove Park in the 1300 block of West Harvard Avenue, where he was standing near a smoldering fire with debris scattered around a vehicle.

Officers observed a male in the passenger seat of the vehicle who identified himself as a 37-year-old man. Dispatch advised that the younger man was on parole and was a registered sex offender. His parole officer was contacted and authorized a detainer for failure to report and for being at the park. He was taken into custody and transported to corrections where he was held without bail.

The older man was cited for offensive littering and prohibited burning. He was released after the citations were issued.
