City of Roseburg Public Works crews began work last week to remove all parking meters and install new parking signs downtown.
A city release said the project began on February 18th on Southeast Kane Street and is moving west across downtown to Southeast Sheridan Street.
Street crews are taking out all remaining meters and installing 160 new parking signs to reflect free, yet time-limited parking that will expand to places where the meters were. Updated signage will reflect locations for new on-street parking totaling one, two or three hours. Public Works staff have made new signs and are removing outdated signs.
Other changes to Roseburg’s downtown and Laurelwood neighborhood parking program were also implemented this winter. On-street permit parking is now allowed and new permit fees to use the downtown parking garage and surface streets will more accurately cover enforcement costs, according to city staff.
The city council also approved new fees that took effect in January and established a $50 monthly permit to park in designated spots on the street. On-street permits will go on sale once all the new signs are installed. The council will continue to consider more changes to the parking program.
Here’s a breakdown on new monthly fees. Note that fees decreased for the Phillips and Shalimar lots:
- Downtown Parking Garage (Washington Avenue/Rose Street, 299 parking spaces): Level 1, Free parking up to 4 hours; Level 2, $30 (formerly $22); Level 3, $25 (formerly $17); Oversized vehicles, $35 (formerly $25);
- Armory Parking Lot (Kane Street/Washington Avenue, 41 spaces): $45 (formerly $35);
- Court Street Parking Lot (600 block of Court Street, 24 permit spaces): $30 (formerly $22);
- Phillips Parking Lot (800 block of SE Stephens Street, 45 spaces): $20 (formerly $28)
- Rose Parking Lot (Cass Avenue/Rose Street, 52 spaces – 17 permitted and 35 free up to 4 hours): $35 (formerly $30);
- Shalimar Parking Lot (700 block of SE Stephens Street, 19 spaces): $20 (formerly $32).
Businesses and other organizations can continue to get 10 to 15% discounts for buying parking space permits in bulk. A 10% discount is available when buying 10 to 15 permits. A 15% discount is available for more than 15 permits. Those discounts aren’t changing.
