The Roseburg City Council is meeting Monday night and will begin with a special meeting at 6:45 p.m.

Councilors will consider appointing Daniel Prather to a vacant seat on the Planning Commission. Two seats are currently open. Prather will be interviewed and the council will decide whether to select him or continue to solicit for additional applicants.

The regular council meeting begins at 7:00 p.m. Mayor Larry Rich will lead a discussion on compensation for the city manager. In November, the council voted to give City Manager Nikki Messenger a 2.8 percent salary increase. During the meeting, there was a discussion regarding a past practice in which the city manager has historically received an increase, if necessary, to provide a minimum 10 percent differential between the city manager and the highest paid department head. With the highest paid department head currently receiving $14,702 a month, that would mean increasing Messenger’s salary from $15,998 a month to $16,172.20, which would move her pay increase to 3.92 percent, instead of the 2.8 percent awarded by the council.

The council will elect a council president for 2026.

Councilors will vote on a policy regarding reimbursement of legal fees related to Oregon Government Ethics Commission ethic’s complaints.

The council will consider an ordinance regarding changes to the organization of the Homeless Commission.
