WINSTON POLICE JAIL MAN ON 60 COUNTS OF ENCOURAGING CHILD SEX ABUSE

The Winston Police Department has jailed a Roseburg man in an online child sex abuse case following an investigation that began last summer.

A WPD release said on July 16th, 2025, officers began investigating an Internet Crime Against Children tip from the National Center for Missing and Exploited Children, regarding an individual allegedly viewing and duplicating Child Sex Abuse Material. Through an investigation, officers learned that 21-year-old Lucas Brent Carr was reportedly accessing and duplicating the CSAM. Officers served multiple search warrants at Carr’s residence and seized several electronics devices.

On Thursday, officers were able to take Lucas into custody on 60 charges of Encouraging Child Sex Abuse in the First-Degree. Carr is detained without bail. The Winston Police Department was assisted by the Department of Justice.
