MAN JAILED FOLLOWING FIREARMS DISTURBANCE, LARGE LAW ENFORCEMENT RESPONSE

A man is in jail following a disturbance involving a firearm, which led to a large law enforcement response on Northeast Stephens Street in Roseburg on Thursday afternoon.

Sergeant Daniel Allen of the Roseburg Police Department said the situation began at approximately 2:45 p.m. when officers were dispatched to the 1000 block of Northeast Stephens Street after an incident involving a gunshot was called in. Police scanner transmissions indicated that a man had ran after some kind of dispute had led to the gun being fired off. Allen said 30-year-old Chandler Scott Corwin Miller was confronted by a deputy with the Douglas County Sheriff’s Office in the parking lot of Bobalou Billiards. The RPD report indicated that resulted in the deputy discharging his firearm. Miller then apparently left the scene.

As police from five law enforcement agencies descended into the area, many businesses on Stephens Street locked their doors, with some keeping employees and customers inside. A “shelter in place” advisory went out to some people nearby. Northeast Stephens was closed at the intersection with Northeast Winchester Street for over two hours, snarling traffic in the area, and causing impacts on several other streets in Roseburg.

Police used drones and at least one K-9 unit to comb the area. The search included nearby Reservoir Hill, homeless camping areas west of Stephens Street, the adjoining businesses on Stephens and other locations close by.

Shortly before 4:30 p.m. Miller was taken into custody along Stephens Street. The roadway remained closed until after 5:00 p.m. while investigators continued to look for evidence. Miller was initially charged with two counts of unlawful use of a weapon, being a felon in possession of a firearm, menacing and first-degree theft by receiving. He was detained without bail.

DSCO, Oregon State Police, Winston Police Department and the Cow Creek Tribal Police assisted RPD with the investigation. No further details regarding the case were released as of Thursday evening.
