Roseburg Police cited a woman for having prohibited items on city property on Thursday.

An RPD report said at 10:20 a.m. officers contacted the 37-year-old at her camp at Gaddis Park in the 800 block of Northwest Highland Street. Her camp was set up between the path and the railroad tracks. In plain view, the woman allegedly had a bull whip and a shovel in her possession. Both are items that are prohibited in the parks. They were seized as evidence.

The woman was released on the scene.
