The Douglas County Sheriff’s Office has made two arrests in a child sex crimes and animal sexual abuse case.
Undersheriff Brad O’Dell said in late June, detectives began a criminal investigation involving child exploitative material. O’Dell said during the investigation, detectives identified the 5-year-old victim depicted in photographs and videos as a child known to the suspect, 40-year-old Daniel Roy Phelps of Roseburg.
O’Dell said detectives served several search warrants over the course of a two-week period to identify the suspect and the victim in the case. During that time, detectives coordinated with the Oregon Department of Human Services to remove the child from any risk of further harm.
O’Dell said while executing search warrants, detectives uncovered evidence of a second child, approximately 1 year of age, that Phelps had allegedly victimized. They also uncovered evidence indicating that Phelps’ long-term girlfriend, 39-year-old Terah Crawford, also of Roseburg, had reportedly actively participated in the production of sexually explicit videos involving the victims.
In addition to the images and videos of Phelp’s victimizing the two young children, detectives located a video of Phelps allegedly sodomizing a canine.
O’Dell said on July 16th, detectives arrested Phelps on 23 charges including two counts of first-degree sodomy, first-degree sexual abuse, using a child in a display of sexually explicit conduct, second-degree encouraging child sexual abuse, second-degree possession of materials depicting sexually explicit conduct, encouraging sexual abuse of an animal, sexual abuse of an animal, and endangering the welfare of a minor. Bail is set at $5 million.
Crawford was charged with using a child in a display of sexually explicit conduct, second-degree encouraging child sexual abuse and second-degree possession of materials depicting sexually explicit conduct. Bail is set at $1 million.
O’Dell said detectives believe there could be additional victims and are releasing booking photos of Phelps and Crawford in accordance with Oregon law to aid in the investigation and identify any additional criminal activity.
