Roseburg Police cited two people for second-degree theft and depositing trash within 100 yards of a waterway on Wednesday.

An RPD report said at 12:40 p.m. a woman and a man, both age 37, were contacted at their camp on property along Newton Creek, south of a business in the 2600 block of Northwest Edenbower Boulevard. The pair had tarps attached to multiple shopping carts belonging to Walmart, and trash strewn all over the area. It appeared there was enough litter to fill four trash bags. Rubbish was scattered around the area as well.

Both people were released after their citations were issued.
