Roseburg Police cited a man for an alleged harassment incident early Thursday.

An RPD report said just before 5:00 a.m. officers contacted the suspect in the 800 block of Northwest Highland Street. He was charged with harassment for allegedly throwing rocks at a victim and hitting him in the leg.
