Roseburg Police cited a man for offensive littering early Thursday morning.

An RPD report said just after 12:30 a.m. officers contacted a 58-year-old who was at Eagles Park in the 700 block of Southeast Jackson Street downtown. The man reportedly had trash scattered around him. After his citation, he was also issued his first city exclusion notice.
