Roseburg Police cited three people for prohibited camping early Wednesday morning.

An RPD report said at 3:00 a.m. a 40-year-old man was contacted because he was in a sleeping bag under the Rowe Street Bridge in the 900 block of Northeast Rowe Street. The man was allegedly surrounded by personal belongings and trash. He had two prior camping convictions.

At 3:05 a.m. a 70-year-old man and a 48-year-old woman were contacted in a tent near the waterway in the 900 block of Northeast Rowe Street. This was outside the place portion of the camping ordinance.

All three people were released after citations were issued.
