ROSEBURG POLICE JAIL MAN ON MULTIPLE CHARGES FOLLOWNG ALLEGED DISORDERLY INCIDENT

Roseburg Police jailed a man on multiple charges following an alleged disorderly conduct incident on Saturday night.

An RPD report said at 7:55 p.m. officers responded to the 2500 block of Northeast Stephens Street after residents of the apartment complex called dispatch saying that a man living in the building, later identified as 46-year-old Justin Hinkley, was walking back and forth in the halls screaming and banging on the walls.

Callers claimed that Hinkley then locked himself in his apartment and continued banging on the walls. Several residents reported being in fear of the man due to his behavior, as they had small children living with them.

Officers attempted to contact Hinkley while he was in his apartment, reportedly screaming and hitting the door with what sounded like a large, heavy object. While officers were standing outside his apartment door, Hinkley opened the door and allegedly threw a pair of metal blade scissors at one of the officers, striking him.

Officers prevented Hinkley from shutting his door, forced entry and deployed a taser, which hit him. He was detained and transported to corrections.

Hinkley was charged with second-degree disorderly conduct, unlawful use of a weapon, harassment, menacing, attempted assault in the second-degree and attempting to assault a public safety officer. He was detained without bail.
