Roseburg Police cited a man for urinating in public on Tuesday morning.

An RPD report said just after 11:45 a.m. the 69-year-old was contacted by officers after they observed him urinating on the side of city hall, in the 900 block of Southeast Douglas Avenue. The man refused to talk to officers. He was cited and released without incident.
