ROSEBURG AND COUNTY PLANNING COMMISSIONS CONSIDER UGB EXPANSION

The City of Roseburg Planning Commission and the Douglas County Planning Commission will hold a joint meeting on Monday night, December 2nd at 6:00 p.m.

The city’s Community Development Department has initiated an amendment to the city’s Urban Growth Boundary at Sunshine Park through land use applications filed by both the city and the county. The amendment, if approved, includes subsequent land use actions including annexation, comprehensive plan map amendment, zone change and an amendment to the city/county Urban Growth Management Agreement.

The city is proposing to expand the UGB by adjusting the boundary to include 49.92 acres of Sunshine Park property on the eastern side of the park. The entire park property was purchased by the city in 1999, but only portions of it are actually located within the UGB and city limits.

A public hearing will be held to take comments. After the hearing is closed, staff are recommending that the proposal be moved forward. That includes the city council approving several land use actions. Similar authority exists with the County Commissioners to grant or deny legislative action proposals.
