Roseburg Police cited 4 people for prohibited camping early Thursday.

An RPD report said at 1:30 a.m.  3 men and woman, ranging in age from 38 to 68 years old, were contacted at their camp in the 200 block of Southeast Pine Street. Their camps were all in violation of the time, place and manner ordinance. They were cited without incident.
