Roseburg Police cited a fugitive early Thursday morning.

An RPD report said at 12:15 a.m. officers contacted a 26-year-old woman who was setting up camp in an unauthorized location in the 800 block of Northwest Highland Drive. Dispatch advised that the woman had a cite and release warrant for her arrest.

The woman was released after the citation was issued.
