Roseburg Police cited a man for littering near waters on Monday morning.

An RPD report said at 7:50 a.m. officers contacted the 54-year-old at a camp in Stewart Park in the 2000 block of Northwest Stewart Parkway, at the west end of the bridge. The man’s camp was surrounded by trash and was approximately 50 yards from the river.

He was released after the citation was issued.
