Roseburg Police jailed two people for second-degree theft, offensive littering and prohibited camping charges on Thursday morning.
An RPD report said shortly before 8:30 a.m. officers contacted 42-year-old Wayne Stowell and 36-year-old Margie Allen at their camp near the freeway overpass in the 600 block of Northwest Garden Valley Boulevard.
The camp was reportedly surrounded by trash and old food, detracting from the natural cleanliness of the area. They were also in possession of shopping carts from Fred Meyer and Walmart. The pair had previously been warned about not having stolen shopping carts in their possession.
Bail for each person was set at $13,750.
