Roseburg Police cited a man for offensive littering and prohibited camping on Monday.

An RPD report said at 2:30 p.m. the 47-year-old was contacted in the Shalimar parking lot, which is a city owned lot in the 700 block of Southeast Stephens Street. His camp consisted of a chair, pallets with cardboard attached as a makeshift shelter, with trash on the ground all around him.

The man was also issued his third Downtown Exclusion Notice. He was given trash bags and cleaned up most of his mess before his citation was completed.
