Roseburg Police cited a man for second-degree theft after contacting him on Wednesday.

An RPD report said at 11:45 a.m. the 36-year-old was spotted pushing a Walmart shopping cart in the 2200 block of Northwest Stewart Parkway. The man had been warned twice over the last week about being in possession of shopping carts.

He was released after being given a citation.
