Roseburg Police cited a man for second-degree child neglect on Sunday.

An RPD report said at 11:30 a.m. officers responded after a caller said a two-year old was walking through the parking lot of an apartment complex in the 300 block of Northeast Pomona Street, by himself. The child was found by a passerby wearing nothing but shoes and a dirty diaper. The child was outside for approximately twenty minutes before a 23-year-old man came outside to look for him. The man said this was the second time this had happened.

After being cited, child welfare officials were notified.
