A Roseburg man was jailed on second-degree kidnapping and assault charges on Saturday night.

A Douglas County Sheriff’s Office report said at 5:45 p.m. a caller said the 41-year-old and a victim were fighting outside a business along Interstate Five in Rice Hill. The caller said both got into a vehicle and went south on the freeway. A deputy found the vehicle stopped in the middle of the freeway, just north of Oakland. When the deputy approached the vehicle, he saw the suspect hitting the victim in the face. When the suspect saw the deputy, he hopped out of the vehicle with his hands up. The deputy saw that the victim’s face was covered in blood and continuing to bleed. The suspect pulled the vehicle off the freeway.

The victim claimed the suspect was beating him up about a previous argument and was forcefully holding him to his seat as the victim attempted to exit the vehicle up to ten times. The suspect was taken to corrections. He was detained without bail.
