Roseburg Police jailed a man on a felony count of strangulation following an alleged incident early Saturday morning.

An RPD report said at 6:00 a.m. officers responded to a physical disturbance in the 400 block of East Russell Avenue. The investigation revealed that 22-year old Jordan Allen broke a victim’s phone and grabbed her by the neck during the incident. Allen was also charged with harassment and second-degree criminal mischief. He was detained without bail.
