The Roseburg City Council has a varied agenda for its Monday night meeting.

Councilors will consider a resolution updating park rules and regulations. Current rules prohibit the distribution of any written or printed material in any city-owned park. Courts have determined that such distribution is protected under the U.S. Constitution related to freedom of speech and assembly. Staff are seeking to remove the prohibition and add a designated assembly area for the purpose of soliciting, protesting, proselytizing, petitioning, canvassing or distributing written or printed materials inside a park.

A resolution for transferring $17,500 from general fund contingency funds to the off-street parking fund will be considered. This is to cover expenses incurred for September’s parking enforcement services and other related expenses.

The council will vote on amending the consulting services contract for the water treatment plant standby generator project to RH2 Engineering Inc. for $34,211. Staff say material supply chain issues and delivery delays during the pandemic increased generator delivery times from 2 months to 18 months. This delay increased project management hours and necessary site visits by the engineering company which translated into additional cost.

Pacific Power Regional Business Manager Sam Carter will make a special presentation.

Mayor Larry Rich will make proclamations for Veterans Day and Military Families Month.
