HARVARD AVENUE STORM PIPE INSTALLATION PROJECT HOURS CHANGED

A storm pipe installation project underway on West Harvard Avenue is shifting to day time hours weekdays to avoid disturbing nearby residents with overnight rock hammering.

A City of Roseburg release said the project, which began September 10th, on a three-block section of Harvard Avenue west of Northwest Stewart Parkway between West Pilger Street and West Kenwood streets, was initially scheduled from 7:00 p.m. to 7:00 a.m. Sundays through Thursdays to shorten delays from lane closures and lane shifts.

However, the contractor installing the storm pipe found a layer of rock that was shallower than expected. Now the hours have shifted to weekdays between 7:00 a.m. to 5:00 p.m.

The project also includes the installation of about 850 linear feet of 15-inch and 18-inch diameter storm pipe and is expected to be completed in mid-November.  The hours are expected to remain the same for the rest of the project.

The project is being funded with part of a nearly $1.6 million American Rescue Plan grant the city received.
