Roseburg Police cited a man following a littering incident on Thursday.
An RPD report said at 9:45 a.m. officers contacted a camp occupied by 67-year old Michael Kennedy at Charles Gardiner Park in the 2600 block of Northwest Stewart Parkway. The officer reportedly witnessed the man stand up and urinate in a paper cup. When the officer contacted the man and told him he was not allowed to do that in public view, the suspect didn’t seem to care.
Kennedy’s camp also contained at least one trash bag worth of paper and food wrappers on the ground, as well as in a shopping cart. His camp was located about ten feet from the bank of Newton Creek. Officers have warned Kennedy of the new camping ordinance, previously.
Kennedy was cited and released on the scene for depositing trash within one hundred yards of a waterway, prohibited camping and public urination. He was issued a trash bad and instructed to clean up his mess.
