Roseburg Police jailed a man after his second arrest in less than five hours, on Wednesday.

An RPD report said at 8:45 a.m. 59-year old Stephan Thill, from Eugene, allegedly caused extensive damage to an in-ground sprinkler system, claiming that he was cleaning it. This occurred in the 1100 block of Northwest Garden Valley Boulevard. He was reportedly found to be in possession of stolen parts from the sprinkler system. Thill was charged with first-degree criminal mischief and second-degree theft. He was released due to a medical condition.

At about 1:30 p.m. Thill allegedly stole items from inside a building that was an active construction site in the 2200 block of Northeast Diamond Lake Boulevard.  He then reportedly stole a credit card from a vehicle and used the card, signing as if he was the owner of the card. Both the credit card and the stolen items were recovered. Thill was taken to CHI Mercy Medical Center for medical treatment then was taken to jail.

He was charged with second-degree counts of burglary and theft, third-degree theft, computer crime, identity theft, fraudulent use of a credit card and for unlawful entry into a motor vehicle. Thill was detained without bail.
