Roseburg Police cited a man for offensive littering, in the downtown area on Thursday

An RPD report said at 8:00 a.m. the 52-year old was contacted after being found asleep on the sidewalk in the 700 block of Southeast Jackson Street. The man was surrounded by empty beer cans, food containers, and cat food. The area smelled of urine. Officers cited the man and told him to clean up his mess.
