COUNCIL TO VOTE ON ORDINANCE BANNING PSILOCYBIN CENTERS

The Roseburg City Council will vote on an ordinance banning psilocybin service centers and the manufacture of psilocybin products, at its meeting Monday night.

Following the approval of Measure 109, the Psilocybin Program Initiative, by Oregon voters in November of 2020, a license and regulatory framework will take effect at the start of 2023 for production and facilitation of psilocybin services for adults age 21 and over. Notes from staff said the new law will allow for the manufacture, delivery and administration of psilocybin at supervised, licensed facilities.

Local governments have several options related to manufacturers and service centers for psilocybin.That includes banning them and placing a ballot measure on the 2022 General Election ballot allowing voters to weigh in. If the ordinance is passed, the council is being asked to declare an emergency and have first and second reading of the ordinance, along with referring the ballot measure to the fall election.

Councilors will also vote on a resolution authorizing the acceptance of an Oregon Department of Transportation grant to be used to design and replace the Parker Street/Newton Creek Bridge. They will also consider amending the circulation policy for the Roseburg Public Library.

Other items are on the agenda as well.
