Roseburg Police cited a man Thursday after a makeshift warming shelter was set up at the pavilion at Gaddis Park on Northwest Highland.

An RPD report said the covered area of the pavilion was wrapped in construction paper. Those involved had been warned on Wednesday and had agreed to take it down. Overnight it had been put back up. A 50-year old claimed responsibility and was cited for a city ordinance violation. He was released after the citation was issued.
