COUNTY ASKING COUNCIL TO CONSIDER SOLID WASTE ORDINANCE

Douglas County government is asking the Roseburg City Council to consider a solid waste flow control ordinance, and the topic is part of the agenda for the Monday night meeting.

In January, councilors heard a presentation from Douglas County Solid Waste Manager Gabe Forrester regarding the proposal, but asked for more information.

Information from staff said under the proposed ordinance, haulers who pick up waste in the county would have the option to dispose of the waste outside the area to a Department of Environmental Quality licensed site, if it was more cost effective for the hauler. The hauler would still be required to pay $15 per ton to Douglas County. If the hauler chose to dispose waste at the Douglas County Landfill, the fee imposed would be $94 per ton. Fees collected for solid waste exported outside the county would be allocated to pay for the future closure of the current landfill.

The proposed ordinance would apply to haulers licensed by the City of Roseburg. Roseburg Disposal is currently licensed by the city, and has recently entered into an updated franchise agreement with Douglas County.

The council is set to have first reading of the ordinance.

Two public hearings and a bid award recommendation are also on the agenda.

Mayor Larry Rich will read proclamations for Historic Preservation Month, EMS Week, Walk and Bike to School Week, and for Blue Zones Day as well.

The council meeting will be held via Zoom. It can be viewed on the city’s website or on its Facebook page, beginning at 7:00 p.m.
