Roseburg Police charged a man with second-degree assault on Friday night.

An RPD report said 30-year old Nicholas Hargreaves was allegedly in a physical altercation several weeks ago that resulted that resulted in the victim’s eardrum rupturing. Hargreaves was held on $250,000 bail.
