A Douglas County grand jury has ruled that the use of deadly physical force by officers was justified, in the officer involved shooting of standoff suspect, David Rouzi, on March 9th.
On Tuesday Douglas County District Attorney Rick Wesenberg held a press conference to discuss the shooting. He was joined by Sheriff John Hanlin and Senior Deputy District Attorney Allison Eichmann.
Wesenberg provided a detailed account of the events leading up to the shooting, which took place in Reedsport. Following the event, the Douglas County Major Crimes Team was activated. The MCT, under the direction and supervision of Roseburg Police Detective Sergeant Dennis Chrisenberry conducted an immediate, thorough and exhaustive investigation into the events that led to the shooting, according to Wesenberg. He said the grand jury heard sworn testimony from eyewitnesses, before making their ruling.
Wesenberg said, “Not only was it extremely justified, based on the deliberate and intentional actions of David Rouzi, it was unavoidable”. He said that four expert marksmen from the Douglas County Tactical Response Team ultimately prevented Rouzi from taking another life. The team was identified as Sergeant Nick Hansen, Detective Ricco Lang, Deputy Mike Siemens and Deputy Jason Forte.
According to Springfield Police, Rouzi was responsible for the death of caretaker Richard Marshall on March 1st.
