Roseburg Police cited a man for unlawful use of pepper spray on Thursday.

Information from Roseburg Police said just after 6:30 p.m. two men were involved in a verbal disturbance in the 500 block of Ballf. It escalated to the point where a 39-year old man allegedly sprayed the victim with pepper spray. The report said based on witness statements, the suspect’s actions were not justified.

The man was released after the citation was issued.
