Roseburg Police cited a man for second degree animal abuse following an incident on Tuesday.

A report said witnesses allegedly observed the 43-year old kicking a dog in front of a store on Northeast Winchester Avenue. The dog appeared uninjured but yelped in apparent pain. The report said the dog did not belong to the man but he was reportedly helping dog-sit while the owner was in jail.

The dog was released to the care of another person known to the owner.
