CITY COUNCIL HOLDS MEETING VIA ZOOM

The Roseburg City Council met Monday night and went back to holding the meeting via Zoom, due to an increase in COVID-19 cases in Douglas County, and around Oregon.

Councilors agreed to adopt a resolution declaring a state of emergency in the City, due to the coronavirus pandemic. City Manager Nikki Messenger said a previous declaration had expired, but noted that Governor Kate Brown had extended a statewide emergency declaration. The declaration gives Messenger additional authority to move quickly in certain potential situations, without getting the council’s approval first. The state of emergency will remain in place through September 4th, which is in line with the statewide declaration.

Councilors agreed to authorize the purchase of a pumper for the fire department, along with some extrication equipment. Fire Chief Gary Garrisi said a new engine is purchased every five years, with the equipment on a 20-year rotation. The pumper and updated extrication equipment will cost around $632,000.

Council approved having staff apply for a Transportation and Growth Management grant. Community Development Director Stuart Cowie said the TGM is a joint program of the Department of Land Conservation and Development and the Oregon Department of Transportation. Cowie said staff wants to develop a physical and digital map of designated bike routes that can be used in conjunction with the multi-use path system. That would include signage as well. Cowie told councilors it is not known how much money could be provided but said he believes its likely the City will be approved for some funding.

Councilors agreed to move forward with another meeting to discuss the issue of unhoused individuals. The meeting will be on Monday July 20th and will also be held via Zoom. Representatives from several organizations that help the homeless will make presentations. No public comment will be taken.
