Of the 35 Oregon counties now in Phase 1, 26 have submitted applications to move to Phase 2. Information from the Governor’s Office indicates all 26 counties are still under review. Those counties that have been in Phase 1 since May 15th, like Douglas County, are eligible to move to Phase 2 on Friday, if their applications are approved by the Governor. Only Multnomah County, home to Portland, has yet to enter Phase 1.
