Two people were cited for prohibited camping by Roseburg Police early Monday.
The RPD report said at 6:30 a.m. the men, ages 39 and 43 were both found sleeping on the steps of the library on Diamond Lake Boulevard, wrapped in blankets.
They were cited and released.
