A Roseburg man was cited of unlawful possession of heroin on Monday.
A Roseburg Police report said at about 4:20 p.m. a 28-year old man was found in Charles Gardiner Park on Edenbower Boulevard, covered in feces with his pants around his ankles. He was allegedly found to be in possession of the drug as well.
He was also held for a probation violation and detained without bail.
