CITY COUNCIL HEARS FROM LARGE GROUP OF RESIDENTS

Members of the Roseburg City Council heard from a large group of residents, on two topics, during its meeting Monday night.
Information from staff said six residents of the Shadow Ranch mobile home park expressed their opposition to a potential homeless shelter on General Avenue. That idea has been mentioned by Councilor Ashley Hicks. Signatures of opponents to the proposal who could not attend the meeting were given to city staff as well.
Thirteen community members spoke to the council advocating for more bike and pedestrian friendly projects to enhance the safety and livability of residents. The group included County Public Health Officer Dr. Bob Dannenhoffer and the Executive Director/CEO of the YMCA of Douglas County Marisa Fink. Their remarks came in reference to a public hearing regarding an ordinance amending the Roseburg Urban Area Comprehensive Plan adopting by reference the City of Roseburg Transportation System Plan. The council approved the first reading of that ordinance.
The council also directed City Manager Nikki Messenger to issue a letter of support for the establishment of a Rural Renewable Energy Development Zone with the request that the City be included in establishing any local cap.
The council also directed staff to draft an ordinance to amend Roseburg Municipal Code to increase the hours of operation for marijuana dispensaries to match state rules. That ordinance will be voted on at a future meeting.
The marathon meeting lasted for three hours, adjourning at 10:00 p.m.
