The Roseburg City Council will have a public hearing and consider three department items during its meeting Monday night.
Councilors will vote on a legislative amendment that, if approved, would include the 2019 Transportation System Plan as a supporting document to the Comprehensive Plan. Information from staff said the purpose of the TSP is to guide the maintenance, development and implementation of the community’s transportation system, to accommodate 20 years of growth in population and employment, and to implement the plans and regulations of the City and the State of Oregon, including the Oregon Transportation Planning Rule.
The council will vote on directing City Manager Nikki Messenger to issue a letter of support for the establishment of a Rural Renewable Energy Development Zone with the request that the City be included in establishing any new cap. Douglas County is considering establishing the zone and is taking input. The zone functions similar to how an enterprise zone works, according to staff. That means property taxes are waived for a period of time to encourage economic development.
Councilors will also look at the issue of marijuana dispensary hours and delivery options. That follows a recent request from a dispensary owner. Councilors can direct staff to draft an ordinance that would amend the Roseburg Municipal Code to increase the allowed hours of operation to match state rules, direct staff to research the issue further, or to take no action.
Staff is asking council for direction on preferred times and formats for work sessions regarding council goal setting.
The meeting will begin at 7:00 p.m. in the Council Chambers.
