Two people were cited for disorderly conduct by Roseburg Police on Thursday morning.
The RPD report said the men, ages 57 and 68, set up camp on the sidewalk in front of a residence near the corner of Brockway and Cobb at about 8:00 a.m. and were causing public alarm with their behaviors.
The men were also cited for offensive littering and were released after their citations were issued.
