The southbound Interstate Five on- and off-ramps at the Harvard interchange will be closed between August 11th and August 25th.
An update from the Oregon Department of Transportation said that the south end of Bellows Street will also be closed during that time. All northbound ramps will remain open.
Dan Latham of ODOT said the two-week closures will allow prime contractor Knife River Materials to excavate and rebuild the southbound ramps and Bellows Street.
Latham said during the closures, detours will be in place. Harvard Avenue motorists will take the freeway north to the Garden Valley exit then turnaround to reach the southbound freeway lanes. Meanwhile, drivers traveling south on the freeway will continue one mile to the fairgrounds exit and turn around to reach the northbound off-ramp at the Harvard interchange.
Latham said Bellows Street serves a neighborhood of about 25 houses north of Roseburg High School. When the south end of Bellows Street is closed, residents of that neighborhood will detour through the parking lot of the high school to reach West Harvard.
The ODOT release said that from now through August 10th, motorists can expect intermittent lane closures on Harvard Avenue at night. Some sidewalks will be closed for construction. Alternate routes will be identified and marked for pedestrians, including those with disabilities.
Latham said the $1.9 million project will install new traffic signals on both sides of the Harvard interchange, and will add turn lanes. Several other safety and pedestrian improvements will take place as well.
Latham said construction will continue until October. Most work that affects traffic will take place this summer, before the new school year begins.
