Roseburg Police charged a man on multiple counts after contacting him on Thursday afternoon.

An RPD report said just after 3:00 p.m. 65-year-old Jay Gouthro was seen drinking alcohol in public in the 1300 block of Northeast Stephens Street. Officers contacted Gouthro and he reportedly threw trash into a parking lot. Officers attempted to detain him, and he allegedly resisted arrest and hit officers. Gouthro reportedly subjected officers to offensive physical contact while making several derogatory statements about their sexual orientation.

He was charged with resisting arrest, bias crime in the second-degree, offensive littering and drinking in public. Gouthro was detained on $13,750 bail.
